The two largest routes for new permanent residents entering Canada each year are Immigration, Refugees and Citizenship Canada’s (IRCC) Provincial Nominee Programs (PNPs) and the Express Entry system.

Many people who want to come to Canada may have the straightforward issue of whether to submit their profile via a Base PNP Canada or under an Express Entry programme. Define Express Entry.


The Express Entry system for managing applications is a primary route for economic immigrants in Canada.

A person must fulfil at least one of the eligibility requirements for each of these three programmes before submitting a profile to the Express Entry pool of qualified applicants. Officially, a person has a profile in the pool and is considered an Express Entry Canada applicant if they are eligible and submit their profile under one of the Express Entry programmes.
Following the submission of a profile to the Express Entry pool, each applicant receives a Comprehensive Ranking System (CRS) score that is determined by their job experience, human capital criteria, and other attributes.
Initiation to apply (ITA) for permanent residence (PR) is now contingent upon candidates waiting for an Express Entry draw (either a general or program-specific lottery) with a minimum CRS score that matches their CRS score. Candidates may resubmit their Express Entry profiles after they expire, since they are valid for a year after successful submission.


Within 60 days of receiving an invitation, candidates who obtain an ITA become applicants and must file an application for PR to the IRCC. Once the IRCC approves this application, immigrants receive permanent residence, allowing them to freely establish and live in Canada. Canadian provinces may also invite candidates who qualify from the Federal Express Entry pool. Enhanced streams, which are unique Provincial Nominee Program (PNP) streams, can accomplish this

                                   
Individuals must be requested to submit an enhanced PNP application to the province or territory from either the Federal Express Entry pool or the provincial/territorial pool of eligible candidates to be nominated under an enhanced stream. An ITA from the Federal Government is more likely to be granted to candidates who secure a provincial nomination since they earn an extra 600 CRS points.


What are Base PNPs, also known as Base Provincial Nominee Programs?

Base PNPs are streams run by a province or territory government that are not associated with Express Entry. Each of these streams has unique qualifying requirements, necessitating individual applications (more on this later).
The original purpose of Base Provincial Nominee Programs, or simply Base PNPs, was to enable provincial and territorial governments to designate qualified newcomers to reside in their jurisdiction, thereby assisting them in more directly addressing local labour markets and demographic issues.


A person’s eligibility may differ based on the programme they are applying to, but generally speaking, they must have lived, studied, or worked in a province, be employed in a profession that is in demand, or have human capital that the province considers advantageous to the local economy.
